The Outdoor Recreation Council of Appalachia was established in 2019 to utilize Appalachian Ohio’s plentiful outdoor recreation assets, to diversify the regional economy, and to provide social, environmental, and health benefits for Ohioans. ORCA is managing the development and operations of the Baileys Trail System, in partnership with the Wayne National Forest and Athens Bicycle Club. As a council of governments, ORCA understands the challenges facing rural communities. ORCA works to advance asset-based sustainable economic development by securing public investments that unlock private investments, and activate key assets to deliver holistic community benefits. ORCA is a collaborative entity uniquely equipped to implement an outdoor recreation based regional strategy to enhance Ohio’s Outdoor Recreation Tourism.
